Preliminary Administrative Services Credential (PASC) Program
Program Overview
The Preliminary Administrative Services Credential (PASC) Program is a one-year program designed for aspiring school administrators or teachers who want to expand their leadership capacity.
Candidates participate in coursework and fieldwork that allow them to learn about the elements of effective leadership with instructors and fieldworks supervisors who are currently-practicing administrators. .
Program Details
Our one year program consists of weekly evening classes designed for the working professional via a an online format. We now serve candidates from across the state of California. The courses use contemporary texts relating to all facets of leadership. Faculty use their leadership experiences to serve as case studies for constructivist learning.
In addition to coursework, candidates participate in Fieldwork experiences that help them get real-life leadership opportunities with the support of their Fieldwork Supervisor.
All-in-all, the Center for Educational Excellence program has graduated many students who are practicing in a range of leadership positions in California.
The program cost is $7,500 which is all inclusive of textbooks and fees. Payments can be made over the course of 10 months. For those looking for salary schedule advancement, units can be purchased through the University of California, Santa Barbara through a joint partnership with LVUSD Center for Educational Excellence.
Coming in 2026-2027 (Pending CTC Approval): The Center for Educational Excellence now offers an Intern Pathway within its Administrative Services Credential Program, designed to support aspiring leaders while they actively serve in administrative roles.
Eligibility
Traditional Pathway
To be eligible for the Traditional Pathway, you must possess one of the following credentials:

a clear or life California teaching credential that requires a baccalaureate degree and a program of professional preparation, including student teaching or the equivalent, and holds an English learner authorization; or
-
a clear or life California designated subjects teaching credential in adult education, career technical education, vocational education or special subjects, provided the applicant also possesses a baccalaureate degree, and holds an English learner authorization; or
-
a clear or life California services credential in pupil personnel services, health services for school nurse, teacher librarian services, or speech-language pathology or clinical or rehabilitative services requiring a baccalaureate degree and a program of professional preparation, including field work or the equivalent.
In addition, applicants must be able to provide evidence of the following:

Professional Experience: All candidates should have completed a minimum of four-years or verified equivalent of full-time, verifiable employment on a valid credential.

Basic Skills Requirement: The Basic Skills Requirement can now be met by degree. A majority of applicants will meet the Basic Skills Requirement through their degree, if not the CBEST is accepted.
Intern Pathway
To be eligible for the Internship Pathway, you must possess one of the following credentials: A clear or life California teaching credential (with English learner authorization), or a clear or life designated subjects credential (with a bachelor’s degree and English learner authorization), or a clear or life services credential (e.g., PPS, school nurse, librarian, or speech-language pathology)
In addition, applicants must provide evidence of the following:

Basic Skills Requirement: The Basic Skills Requirement can now be met by degree. A majority of applicants will meet the Basic Skills Requirement through their degree, if not the CBEST is accepted.

Professional Experience:

Verify one of the following:

Five years of successful full-time teaching experience, or
-
Five years of experience in pupil personnel services or a related field, or
-
A combination of both

Employment Requirement: Verification of an offer of employment in an administrative position is required prior to recommendation.
Please note, as of January 1, 2026, a valid license to practice occupational therapy issued by the California Board of Occupational Therapy or a physical therapy issued by the Physical Therapy Board of California can be used to meet the prerequisite credential requirement.

Meet the basic skills requirement as described in Education Code section 44252(b), unless exempt by statute.

A copy of your current California credential(s)

Three current letters of recommendation that speak to your potential as an administrator

Verification of Experience An official letter from your current employer verifying that you have completed a minimum of four years of full-time experience on an active California credential.
Per the Commission on Teacher Credentialing, the verification of experience letter must:

Be on the district or employing agency letterhead
-
Be signed by the superintendent, assistant superintendent, director of personnel, or director of human resources (or his/her designee)

List years of experience
-
State experience was full-time
-
Be an original letter with original signature
-
‘Wet ink’ or digital signature from an approved company
Acceptable Experience: California Prepared (see leaflet CL-574C)
• Five years experience required
• Must be full-time experience
• Can be with a public, non-public, or private school (of equivalent status)
• Can be earned in California, another state, or a combination from each
• None accepted from outside the U.S. (exception: experience from a DOD school)
• Can be teaching, services, or a combination of the two
• Part-time or substituting experience is not accepted
• Experience as an administrator is not accepted
